How to make Effect field mandatory screen to pop-up before order close

In the notification, in the system availablity tab the effect field is mandatory as checked in OIAL. How make the error pop-up while creating a general and breakdown order directly from IW31. The requirement is that notification creation is to be made mandatory while creating an order directly and the mandatory point is where it throws the fill the effect field.
